Outline Tab does not collect analytics, accounts, or crash reports. There is no Outline Tab server.

The access key you paste stays in Firefox local storage and, while the tunnel is up, in a mode-0600 file under your user data directory. The developer never receives it.

When you arm a tab, that tab's web requests go to a local SOCKS5 helper on 127.0.0.1, then to the Outline / Shadowsocks server named in your access key. Other tabs stay on your normal connection.
